The Leverage of Ambiguity: How Russia is Using Uncertainty to Its Advantage

Russia is masterfully employing the leverage of ambiguity in its response to the U.S. push for a peace summit, using diplomatic uncertainty to maintain control and keep its adversaries off balance. The Kremlin’s refusal to commit to a clear timeline or public position is a strategic choice, not a sign of indecision.
By having Foreign Minister Lavrov speak of the need for “thoroughness,” Moscow avoids both an outright rejection of talks (which would be diplomatically damaging) and a firm acceptance of the U.S. timeline (which would mean ceding control). This ambiguous middle ground allows Russia to appear reasonable while retaining full flexibility.
This strategy forces the U.S. and Ukraine to guess at Russia’s true intentions. Is Putin genuinely open to a deal, or is he simply stalling? This uncertainty can create divisions among Western allies and increase pressure on Kyiv to offer concessions just to get Moscow to the table.
In essence, Russia is turning the question of “if and when” the summit will happen into a negotiation in itself. Before any substantive talks on territory or security even begin, Moscow is using the leverage of ambiguity to shape the diplomatic battlefield to its advantage.
